City of
Elk REQUEST FOR ACTION
River
TO ITEM NUMBER
Mayor and City Council 4.11
AGENDA SECTION MEETING DATE PREPARED BY
Consent June 17, 2013 T.John Cunningham,Fire Chief
ITEM DESCRIPTION REVIEWED By
Agreement for Online MSDS Compliance Services Cal Portner, City Administrator
REVIEWED BY
ACTION REQUESTED
Approve by motion an agreement for MSDS online compliance management with MSDSonline.
BACKGROUND/DISCUSSION
Government entities, just like many commercial operations, are required by OSHA to maintain easily
accessible Material Safety Data Sheets (MSDS). Management of this information, including keeping the
information up-to-date and current,is often a time consuming task for staff. From a safety and
compliance perspective,it is important, however, that this information be readily available to city
employees in the event of a medical or other emergency.
Recently, city staff, including the city's building maintenance division, reviewed a presentation by
MSDSonline, a subscription service that helps organizations inventory, manage, update, and track MSDS
information. This service was most recently used by a contractor at the public works building
construction project.
Staff is recommends initiating a subscription to MSDSonline, including an optional fax-back service
which will provide access to MSDS information in the absence of computer access.
FINANCIAL IMPACT
The start-up cost for the subscription is $2,730,which will be paid from the city's Insurance Reserve
Fund. Staff will most likely import most of the data, as time permits. The city, however, does have the
option to purchase additional services, on as-needed basis,if we require data entry assistance or other
services. Renewal costs will be factored into the city's safety program for future years.
ATTACHMENTS
• MSDSonline Customer Order Form
• MSDSonline Proposal
P O W E R E D BY
N:\Public Bodies\AgendaPackets\06-17-2013\x4.11si.docx Na U R E
