• <br /> Project Approach <br /> The design and construction of improvements to the wastewater treatment facility is an extremely <br /> important project for the City of Elk River and it is important that the City work with a partner <br /> who is uniquely qualified and has the experience to deliver a successful project. Our project <br /> approach will be similar to how we approached the Facility Plan and we plan to build on this <br /> success and move directly into the design phase of the project. <br /> Bolton&Menk has developed an understanding of the treatment facility and all of the City staff <br /> involved. The understanding we have gained through the facility planning process will allow us <br /> to start immediately on the project and provides continuity. In addition,we have also developed <br /> relationships with City staff with open communication between all parties. Establishing open and <br /> free communication is very important to ensuring a successful project.We welcome and encourage <br /> input from City staff during the design and construction of a project and we believe that input from <br /> the operations staff is very important for a successful project. <br /> Based on the RFP work tasks presented,a detailed description of how we would successfully <br /> complete the scope of work tasks is provided on the following pages. Our approach is based on our <br /> understanding of the RFP, our discussions with City staff, our knowledge of the facility, and our <br /> experience with similar projects. <br /> Task 1: Review Facility Plan and Prepare Detailed Capital <br /> Improvement Budget <br /> Description: Bolton&Menk will meet with City and Operation's staff to discuss the facility <br /> plan and based on these meetings,the facility plan will be modified as necessary.As part of this <br /> task,we will prepare a detailed capital improvement budget and also assist the City in providing a <br /> detailed review and analysis of the existing rates and will recommend rate changes as necessary. <br /> In addition,we will work with the City, MPCA and Public Facilities Authority (PFA)to obtain and <br /> evaluate low interest loans through the Clean Water Revolving Loan fund and also apply for the <br /> phosphorous and TMDL grant programs. <br /> Task 2: Coordinate, Assist and Advocate on the City's Behalf Full <br /> Implementation of the Great River Energy (GRE) Biosolids Disposal <br /> Option <br /> Description:This is one of the most important and critical tasks. It is very important that we <br /> continue with the discussions and correspondence that have already occurred with GRE. Bolton <br /> &Menk has already attended meetings with GRE representatives and it is critical to keep that <br /> continuity for this option.All options with GRE should be investigated and exhausted before <br /> moving onto the heat drying option. There would be a tremendous benefit to the City of Elk River <br /> in partnering with GRE.Not only is the GRE option significantly less capital cost,but it is also <br /> the most economical option for operation and maintenance costs. That is why it is so important to <br /> make sure that all options with GRE are explored. <br /> Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 1 <br />
