Project Approach <br /> In our discussions so far with GRE we have focused on delivering a liquid product(1-2%solids) <br /> to their facility. Should that option not prove feasible,then the City should consider exploring with <br /> GRE the possibility of sending GRE a thickened product. There are two thickening options, sending <br /> GRE a product that is 5-8%solids or a cake product that is nearing 20%solids.A 5-8%solids <br /> product can still be pumped relatively efficiently using the correct pump.A cake product may require <br /> a different type of handling process in order to get the product to GRE. Though the thickening <br /> options will be more expensive than the current option laid out in the facility plan,these alternative <br /> options that include thickening would be substantially less costly than the heat drying option. <br /> For this task, Bolton&Menk will attend meetings as necessary with GRE,the City of Elk River, <br /> MPCA and others. In addition, Bolton&Menk will prepare revised options and cost estimates if <br /> the additional thickening options are discussed. <br /> Task 3: Provide Engineering Analysis of Existing System and Answer <br /> Operational Questions <br /> Description:We have already evaluated the treatment facility as part of the Facility Plan and Bolton <br /> &Menk has a good understanding of the existing facility based on our meetings with the operations <br /> staff. Based on this,we feel that we can move through this task rather quickly and move onto other <br /> key design issues.However,we will meet with City staff and operations staff to review our findings <br /> and continue our previous discussions. Bolton&Menk employs not only engineering staff that is <br /> very knowledgeable with wastewater treatment operations,but also employs licensed wastewater <br /> operators that hold Class A and Class B wastewater licenses. Our operations staff have been part <br /> of meetings during the facility planning process and they are familiar with the City.The Bolton& <br /> Menk operations staff will be available to the City operations staff to assist with any operational <br /> questions. Regarding operational questions,Bolton&Menk welcomes questions and input from <br /> all City staff,but particularly from the operations staff. The operations staff will be the individuals <br /> working with and operating the new treatment facility. In our opinion,it is critical to have the input <br /> of the City operations staff during the design process as this allows for a successful project. <br /> Task 4: Review Existing Discharge Permit and Assist with Permit <br /> Modification <br /> Description:The City is waiting for the final draft NPDES permit from the MPCA. Bolton& <br /> Menk will continue to assist the City with this process and will also assist with working through <br /> the permit modification phase of the project. Once the City has determined exactly what design <br /> improvements will occur,we will assist the City in the process of modifying the permit. The <br /> NPDES permit will be modified to include the proposed improvements and the permit will include <br /> interim and final limits. It is our expectation that the interim and final limits will be the same or <br /> similar to the expected limits from the upcoming permit. <br /> Task 5: Attend Meetings and Make Presentation to City Council, Great <br /> River Energy, and the MPCA <br /> Description: Bolton&Menk will attend all meetings necessary for the successful completion <br /> of the project. This includes meetings with the City,GRE,the MPCA, and any other persons or <br /> groups as necessary to move the project through design.
