A <br /> WSBa proposal to provide professional services for the Elk River comprehensive plan update ..-. <br /> 11mlit City of Hugo - Eastern Hugo Natural Resource <br /> Management Land Use Study <br /> Through a robust stakeholder process, the Eastern Hugo <br /> Natural Resource Management Land Use study assisted the <br /> HUG â– JNATORAL RESOURCE City in identifying and prioritizing natural resources in the area. <br /> MANAGEMENT <br /> LAND USE STUDY The purpose was to aid in determining where future sewer and <br /> Fri water extensions land thus development) should be located in <br /> order to conserve important resources while developing other <br /> areas. <br /> The study area's existing conditions consisted of 10-acre <br /> parcels with other, larger tracts of rural development and <br /> open space. This subdivision practice divided and impacted <br /> natural resources, allowing for additional installations of private <br /> septic systems and wells, and thwarted future sanitary sewer <br /> extensions. Alternatives to this type of development practice, <br /> WSB including conservation development plans, were considered <br /> prior to the study. However, the City and the Metropolitan <br /> Council needed to concur on a land use decision model to <br /> determine where suburban style development was feasible. <br /> The study focused on the eastern portion of Hugo lying outside <br /> the 2030 Metropolitan Urban Service Area (MUSA). The <br /> purpose of the study was to: <br /> 1. Identify, using existing data sources, the natural <br /> resources within eastern Hugo <br /> 2. Create a refined priority ranking of the natural resources <br /> utilizing a group of stakeholders <br /> 3. Provide guidance to the City to make future land use <br /> decisions, based on the location and ranking of natural <br /> resource priorities in eastern Hugo, and allow for possible <br /> future preservation of high-priority natural resources <br /> 4.
