A <br /> WSBa proposal to provide professional services for the Elk River comprehensive plan update .. ,.. <br /> Key Team Members <br /> Kelsey Johnson, AICP - Project Manager <br /> Role: Project Manager for the Comprehensive Plan Update. <br /> Kelsey is a Community Planner and Land Use Specialist <br /> at WSB. She will be responsible for all aspects of the <br /> project including, but not limited to, serving as the primary <br /> contact with the City, attending all meetings, writing the <br /> Comprehensive Plan, and coordinating with the WSB team. <br /> High-quality project delivery and respectful communication with staff, city council, <br /> commissions and community stakeholders will develop the trust necessary for an <br /> effective planning relationship. <br /> Kelsey has served as a staff planner in the City of Ankeny, Iowa, and currently serves <br /> as WSB's consulting planner to the cities of Mahtomedi, St. Anthony Village, Tonka <br /> Bay, and St. Augusta, as well as Denmark Township. Having experience as both a <br /> practicing staff planner and a consulting staff planner allows her to ensure planning <br /> decisions can be practically applied, which is eminently important with a critical <br /> guiding document such as a comprehensive plan. Kelsey has also served as project <br /> manager and lead planner on several comprehensive plan updates, zoning ordinance <br /> updates, and small area studies, including those for Cloquet, Mahtomedi, Grey <br /> Cloud Island Township, Woodbury, and North St. Paul. She has facilitated numerous <br /> workshops, open houses. and public input meetings. <br /> And Moffatt, PWS— Deputy Project Manager/Natural Resources <br /> Role: Andi will serve as the Deputy Project Manager <br /> for the Comprehensive Plan Update, as well as the <br /> Project Lead on the Natural Resources Inventory and <br /> Analysis. She will coordinate with Kelsey to ensure <br /> r project deadlines are met and budgets are adhered to, <br /> and will attend applicable meetings with City staff and <br /> the Citizens Advisory Committee. <br /> Andrea is the head of WSB's Environmental and Natural Resource Group <br /> and has 17 years of experience in project management in planning and <br /> environmental projects. Her experience includes environmental assessment, <br /> comprehensive plans, wetland delineations and assessment, natural <br /> resource management plans, and permitting. She has successfully managed <br /> large projects that bring the expertise of many staff together to accomplish <br /> a common goal for her clients. She is also committed to delivering <br /> outstanding customer service to her clients on a daily basis. <br /> Clients have routinely stated they enjoy working with Andrea for her ability <br /> to get a job done, keep them informed, and exceed their expectations. <br /> Andrea's project management skills and ability to communicate effectively <br /> with the project team, clients, and elected officials make her an asset to <br /> any job. <br /> Proposed Project Team and Experience / 20 <br />
