• In 2009, EPA arrived at a "finding" that six <br />key greenhouse gases constitute a threat to <br />public health and welfare. <br />• In 2010, EPA set greenhouse gas emissions <br />thresholds to define when permits under the <br />New Source Review Prevention of Significant <br />Deterioration and Title V Operating Permit <br />programs are required for new and existing <br />industrial facilities. <br />• In 2012, EPA proposed a Carbon Pollution <br />Standard for New Power Plants that would, for <br />the first time, set national limits on the amount <br />of carbon pollution that power plants can emit. <br />Position Statement <br />MMUA Position <br />State efforts to deal with climate change have been <br />aggressive, but these efforts have gone as far as <br />they can reasonably go. We believe that any climate <br />change policy going forward should be national in <br />scope. Over the past few years, the Environmental <br />Protection Agency has started the process of <br />limiting carbon dioxide and other greenhouse gases <br />in accordance its authority under the Clean Air <br />Act. Despite the considerable cost and difficulty <br />associated with even a national approach, it offers <br />a more reasonable path than does the idea of each <br />state seeking its own, piecemeal solution.
