Group L4- Non-profit youth organizations comprised of less than 51 percent City of Elk <br /> River residents. The organization must be a recognized community sports organization <br /> pursuant to Section IX, Community Sports Organizations. <br /> Group 6-5-All other youth and adult users. This includes religious organizations, for-profit <br /> organizations,tournaments, club teams, clinics and/or camps with individual or team <br /> participation. All coaches must be background checked and have completed coaches <br /> training. <br /> On an annual basis the Sports Administrator will manage an adjudicatoryprocess in order <br /> to review youth athletic associations with a group 2 priority. The purpose of the review <br /> will be to ensure that youth athletic associations with group 2 priority are adhering to the <br /> requirements set forth in this policy. If it is determined that a youth athletic association <br /> needs to be removed from Grou 2 the action will be,Drocessed through the Parks and <br /> Recreation Commission. <br /> Verification of Elk River Residency. Residency will be established*yfoviding rified rosters <br /> from the past season that include the names, addresses,phone numbers,dates of birth and school <br /> attended for all youth participants. The roster must also include the full name,home address, email <br /> address and telephone number of the head coach. This must be provided with the initial field <br /> request. <br /> This information shall remain confidential as outlined in the nesota Statute 13.548 social <br /> recreational data confidentiality. The following data collected and maintained by political <br /> subdivisions for the purpose of enrolling individuals in recreational and other social programs are <br /> classified as private, pursuant to section 13.02 subdivision 12: the name, address, telephone number, <br /> any other data that identifies the individual, and any data which describes the health or medical <br /> condition of the individual, family relationships and living arrangements of an individual or which <br /> are opinions as to the emotional makeup or behavior if an individual. <br /> i(N ;VIII. ALLOCATION PROCESS <br /> 1. The allocation of fields will follow the guidelines of this policy document. Fields will be <br /> allocated and permitted annually as sustainability allows. <br /> 2. The City reserves the right to make adjustment in the field allocation process as needed to <br /> address recognized needs or resolve conflicts. <br /> 3. The process for the allocation of fields begins with a letter being sent in November to all <br /> recognized sports organizations. An organization must first be recognized by the <br /> Department according to Section IX, Community Sports Organizations. <br /> 4. Organizations have until the first Friday in January to make their requests for fields and <br /> facilities. This includes dates and times for the requests. <br /> 7 <br />
