SECTION 1.0 INTRODUCTION <br /> 1.1 Purpose <br /> The City of Elk River owns and operates a mechanical wastewater treatment facility serving the <br /> residents of Elk River as well as commercial and industrial users within the community. The <br /> wastewater treatment facility was originally constructed in 1977 and has gone through several <br /> upgrades since. <br /> The current draft of the National Pollutant Discharge Elimination System/State Disposal System <br /> (NPDES/SDS) for this facility includes new discharge limitations. As a result of the new permit <br /> limits and projected increased loads, the treatment facility must be evaluated. The purpose of this <br /> report is to evaluate the capacity of the existing facility and the ability to reliably achieve the <br /> reduced effluent limits at design flows and loads and develop a plan for plant modifications. <br /> The design flow and load projections presented in this report are consistent with the City's vision <br /> of anticipated residential and industrial growth. <br /> This report is intended to provide the City of Elk River with a basis for facility improvements <br /> required to serve the projected growth through a 20-year planning period based on the limits in <br /> the current Draft NPDES permit. <br /> 1.2 Report Organization <br /> To address the treatment facility evaluation the report is organized into the following sections: <br /> Section 1: Introduction <br /> Section 2: Design Considerations and Parameters <br /> Section 3: Evaluation of Existing Treatment Facilities <br /> Section 4: Wastewater Treatment Facility Improvements <br /> Section 5: Cost Estimate <br /> Section 6: Recommendations and Implementation <br /> City of Elk River—T12.104758 Page I <br /> Wastewater Treatment Facility Plan Prepared by Bolton&Menk,Inc. <br />
