SECTION 2.0 DESIGN CONSIDERATIONS AND PARAMETERS 2.1 Planning Period Wastewater treatment facilities are typically designed based on a 20-year planning period as it is generally not feasible to make numerous changes in the capacity of a wastewater treatment facility. In addition, a 20-year planning period is required for the project to be eligible for funding assistance with the Public Facilities Authority (PFA). A design year of 2035 is used for this evaluation with population projection being the primary basis of the design criteria. Projected wastewater flows and loadings are determined using a combination of population trends and expected commercial and industrial growth. 2.2 Planning Area The City of Elk River has a land area of approximately 28,000 acres within the city limits. A land use analysis was done by the city, which divided the city into areas based on intended use. The City has also delineated the area into either rural areas or the urban service area. The City provides water and sewer services to residents within the urban service area. Figure 2.1 shows the City map of the urban service area. Within the urban service area there are three areas that are not connected to the sanitary sewer system and one area which has a mixture of sewer hook-ups and individual septic systems. The urban service area has regions of various acreage and different land use classifications that are not currently developed. A plan for future development was established after discussions with the City staff. It is the City of Elk River's belief that urban service area will be fully developed in the next 20 years and that additional land areas will be added to the urban service area. Figure 2.2 shows area that has not been developed within the urban service area while Figure 2.3 shows areas that the City intends to add to the urban service area.
