SECTION 6.0 RECOMMENDATIONS AND IMPLEMENTATION
6.1 Recommended Wastewater Treatment Improvements
The recommended wastewater treatment improvements consist of improvements outlined
under Design Option No. 2 and the Great River Energy Biosolids Option. One exception
to this is the improvements to the UV system. UV system upgrades will match what was
outlined for Design Option No. 1. When future flows reach the design requirements for
Option No. 2 the UV system will be towards the end of its useful life and further
upgrades to the UV equipment will be done at that time. The Great River Energy Option
for biosolids treatment was selected due to its dramatic cost savings over the other
biosolids treatment options. These improvements will include the following items:
1. Addition of a grit cyclone to the grit classifier.
2. Construction of two new primary clarifiers and replacement of the existing
clarifier equipment.
3. Improvements to the existing trickling filters including recycle pumping
and controls.
4. Construction of a 1.8 MG aeration basin which will require construction
on the land to the south of the existing wastewater treatment facility.
5. Construction of two new buildings, one to house the RAS/WAS pumps
and one to house the aeration blowers and biosolids storage transfer
pumps.
6. Construction of a new control building which will include upgraded
electrical controls, lab space and garage space.
7. Installation of covers on the final clarifiers.
8. Improvements to the chlorine feed system for the sand filters.
9. Installation of another UV unit in the existing spare channel.
10. Installation of a sludge transfer line and necessary pumps to send biosolids
to Great River Energy.
11. Improvements to the overall controls system for the entire facility.
The total project cost for the recommended improvements is presented in Table 6.1.
City of Elk River—T12.104758 Page 31
Wastewater Treatment Facility Plan Prepared by Bolton&Menk,Inc.
