The design of the parking area includes driveways that exceed the design requirements. The entry drive from County Road 13 needs to be reduced from 40 feet to 30 feet at the property line. The two-way drive aisles in the parking lot should be reduced from 32 and 38 feet to 25 feet. The one-way drive aisle adjacent to the church entry should be signed to clearly mark the entrance and reduce confusion. Landscape islands at the ends of the middle parking row should be added. This will help mark the parking row in the winter and guide drivers. The parking row on the east side can be reduced to 18 feet in length. Grading, Drainage and Utilities These issues are addressed in the City Engineer's memo. Landscape Plan A landscape plan was submitted by the applicant. The ordinance requires I tree for every 40 feet of site perimeter. The length of the perimeter of the site is 3,668 feet; 92 trees are required. The applicant's landscape plan provides 14 trees. Additional trees are required: 92 trees total 46 overstory 23 evergreen 23 ornamental A revised landscape plan will be required. The plan should include underground irrigation of green spaces adjacent to the county road. Building Materials The building will be constructed as a wood frame building with vinyl siding, metal soffit and fascia, and asphalt shingles. The addition of brick on the front elevation would complete the residential character of the building. Planning Commission Action The Planning Commission conducted a public hearing on May 28, 2002. No one spoke for or against the request. The Commission added two additional conditions regarding informational signage and brick on the building fagade.
