Memo to the Mayor and City Council/CU 02-19 <br />June 17, 2002 <br />Page 2 <br /> <br />Analysis <br /> <br />Overview <br /> <br />The applicant is proposing to construct a 60' x 160' (9600 square feet) church on property they <br />own located west of County Road 13 (Twin Lakes Road). The City and the Church are jointly <br />platting the property as the City hope to acquire a portion of the property for park purposes. <br />The site plan also indicates two expansion areas for the future. <br /> <br />Layout <br /> <br />The first phase of the church is proposed to be located approximately 250 feet from Twin Lakes <br />Road. It will be placed on the lot in a north-south direction. One access point to the site is <br />being allowed by Sherburne County. The parking lot is proposed to be located between the <br />church and the county road. <br /> <br />Staff suggests that the gravel area in the center of the expansion space be left as a lawn area. <br />This will provide a beautiful green space enclosed and sheltered by the building in the future. <br />The third expansion space should be rotated 180 degrees to provide the entrance and expanded <br />parking area on the north side of the building. <br /> <br />District Requirements <br /> <br />The minimum lot area for this district is 11,000 square feet. The site will be 13.9 acres. The <br />following setbacks are required and proposed: <br /> <br />Building: <br /> <br /> Required Proposed <br />Front 30 feet 250 feet <br />Side 10 feet 52 feet <br />Rear 20 feet Far exceeds requirement <br /> <br />Parking <br /> <br /> Required Proposed <br />Front 10 feet 50 feet <br />Side 10 feet 10 feet <br />Rear 10 feet Far exceeds requirement <br /> <br />Parking and Driveways <br /> <br />The 9,600 square foot building will include a sanctuary, nursery, crying room, three classrooms, <br />youth area, restrooms, commons area, two changing rooms, storage, and a storage garage <br />(adjacent to the overhang at entrance). There are 104 parking spaces provided for 3,730.5 <br />square feet of sanctuary space (combining the sanctuary and common spaces). Churches are <br />required to provide spaces at 1 space for every 3 seats in the sanctuary space. In this case, no <br />seats are depicted, so the occupant load was calculated based on the Uniform Building Code, <br />netting 533 persons.
