The incomplete application for wetland mitigation and the recommendation of <br /> denial by the Technical Evaluation Panel. <br />3. The plat does comply with the Subdivision Ordinance in that plat does not comply <br /> with the dimensional requirements of the R3, Rlc or Rle zoning districts. <br />4. The plat does comply with the Subdivision Ordinance in that it does make adequate <br /> provision for park and recreation facilities. <br />5. The plat does comply with the Subdivision Ordinance in that it does not make <br /> adequate provision for storm drainage, wetland mitigation and water supply. <br />6. The plat does comply with the Subdivision Ordinance in that the topography, <br /> vegetation, soil types and drainage are not suitable for the type and density of this <br /> development. <br />7. The plat does comply with the Subdivision Ordinance in that the proposed <br /> subdivision will cause substantial environmental damage in that the entire site will be <br /> clear cut and graded. <br /> <br />Should the Council approve the request for preliminary plat of Twin Lakes Crossing, specific <br />conditions should be included that address the following issues: <br /> <br />· Wetland mitigation <br /> <br />· Grading and tree removal <br /> <br />· Public streets to access townhouses <br /> <br />· Townhouse setbacks from public streets and right-of-way width <br /> <br />· Revised landscaping plan <br /> <br />· Enlargement of Outlot A <br /> <br />· Lot dimensions <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the Council deny preliminary plat for Twin Lakes Crossing as <br />proposed based on the following findings: <br /> <br />1.
