The subdivision <br />ordinance states that trees should be preserved to the maximum extent possible; staff does <br />not feel that that the proposed plat accomplishes this. The applicant should revise the <br />grading plan or the layout of the plat in order to preserve existing vegetation on the site. <br /> <br />Planning Commission Meeting <br /> <br />At the Planning Commission meeting held on May 28th seven residents spoke. All seven <br />spoke against the proposed rezoning. Their comments were not directed toward the merits <br />of the preliminary plat. They felt that because of the wetlands, trees, slopes and the potential <br />traffic generated by the townhouses, townhouse were not appropriate for this site. None of <br />the residents spoke against the single family component. <br /> <br />Like the residents, the four Planning Commissioners that spoke also spoke against the <br />rezoning to R3, which would allow the townhouse component of the project. Their <br />comments did not address the merits of the preliminary plat other than they were opposed <br />to the townhouse component of the plat. <br /> <br />The Commission discussed tabling the application. The applicant requested that the <br />Commission move the project forward with either a recommendation to deny the request or <br />a recommendation to approve the request with conditions. The Commission voted 5-0 to <br />recommend denial of the request for the preliminary plat. <br /> <br />Recommendation <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission recommended that the City Council deny the request for <br />preliminary plat based on the following findings: <br /> <br />1. The rezoning was denied. <br />2. The plat does not comply with the dimensional requirements. <br />3. Public opposition to the request. <br /> <br />The Commission also added the following requirement to their recommendation: <br /> <br />· If the zone change is approved by the City Council, the Council should direct staff <br /> and the applicant to bring the plat back to the Planning Commission for review. <br /> <br />City Council Options <br /> <br />The following findings are offered should the Council deny the request for preliminary plat of <br />Twin Lakes Crossing: <br /> <br />S:\PLANNING\Case Files\P 02-05 Twin Lakes Crossing\P02-05junecc.doc <br /> <br /> <br />
