MEMORANDUM

TO:

Mayor and City Council

FROM:

Stephen Rohlf, Building and Environmental Administrator

DATE:

December 15, 2003

SUBJECT: Consider Changes to Plumbing and Septic Permit Fees

The Building and Environmental Department reviewed the fees pertaining to the various
permits issued by the Department to determine if the amounts charged are proportionate to
the work they generate. The Building and Environmental Department feels the fees charged
for their items are appropriate with two exceptions. The following increases are
recommended:

Plumbing Permits

Currently, plumbing permits are being charged as shown Exhibit "D" attached to this
memo. The current fee is insufficient for the amount of work plumbing permits generate
for the Department. Staff is recommending plumbing permits be charged at a rate of 1.5
percent of the valuation of the work, the same as Heating, Ventilation and Air Conditioning
Permits are charged. The proposed change to plumbing permit fees is reflected on "Exhibit
E" of the 2004 Fee Schedule.

Septic Permits

For a number of years the city has charged $60 for a Septic Permit. Due to new regulations
that have increased the amount of time spent on reviewing the design and inspecting septic
systems, along with increased staff expenses, staff recommends the fee for this type of
permit be increased to $100.
