In conclusion, it was determined that Terry Maurer would meet with Rhonda <br />Lewis to determine a reasonable process for accomplishing the <br />reconstruction of CR 44 in 2005. After that discussion, Terry would bring the <br />issue back to the Elk River City Council meeting on December 15, 2003, for <br />Council discussion; Terry would follow up with Dave Schwarting early on <br />Tuesday, December 16, 2003, to inform him of the discussion and any <br />decisions made by the City Council the previous night. Dave would then <br />have the CR 44 issue on the County Board agenda on Tuesday, December <br />16, 2003. <br /> <br />County Road 40 Alignments <br />Rhonda Lewis presented three different alignments for CR 40 (Cleveland <br />Avenue) as it intersects CSAH 12. The three different alignments were all <br />options to create a four-legged intersection with Fillmore Street/CR 40 and <br />CSAH 12. <br /> <br />Terry Maurer indicated he had just mailed a letter to Rhonda's attention <br />summarizing the City staff's feeling on the three alignments. Staff input was <br />sought from Terry Maurer and Rebecca Haug, Environmental Technician. <br />Terry went on to indicate that all three alignments have problems with either <br />major environmental issues from the crossing of Trott Brook and/or flood <br />plain and wetlands associated with Trott Brook and the potential land <br />acquisition and taking of residential homes. Terry indicated that his <br />conclusion was that he felt given all the variables associated with this issue, <br />the current alignment with the offsetting "T" intersections approximately a <br />quarter mile apart on CSAH 12 was the best scenario. <br /> <br />There was some discussion of these issues with the participants. The <br />consensus of the group was that the current alignment of CR 40 as it <br />approaches CSAH 12 should stay. It was agreed that if there were any <br />further development proposals for lands south of CSAH 12 at CR 40 they <br />would include County review for any opportunity to realign Fillmore Street to <br />meet CSAH 12 at CR 40. <br /> <br />Terry indicated that he would bring the official map that the County had <br />prepared for the right-of-way acquisition needed along CR 40 from CSAH 12 <br />to CSAH 13 back to the City Council meeting. He indicated that he would talk <br />to County Attorney, Kathy Haney, relative to some official map questions that <br />he had prior to bringing the issue back before the City Council. <br /> <br />County Road 33 Realignment (East of TH 169) <br />Dave Schwarting briefly updated the meeting participants on a request the <br />County Highway Department had made to MnDOT for some planning dollars <br />to look at a CR 33 alignment east of TH 169 as it approaches Anoka County. <br />This is an issue that the City Council of Elk River has asked the County in the <br />past to begin studying. Dave indicated that Curt Eastlund was the MnDOT <br />representative that he had been discussing this issue with. Dave was <br />concerned that with Curt's death, the issue may fall through the cracks and <br />may not appear in the funding scenario from MnDOT. <br /> <br />C:\Documents and Settings\tallard.
