Item 6.6. <br /> <br />City/County Engineering Meeting <br />Tuesday, December 2, 2003 <br />Minutes Prepared by Terry Maurer <br /> <br />Attendees <br />Pat Klaers, Elk River City Administrator; Dan Tveite, Elk River Council <br />Member; Terry Maurer, Elk River City Engineer; Brian Bensen, Sherburne <br />County Administrator; Arnie Engstrom, Sherburne County Commissioner; <br />Rachel Leonard, Sherburne County Commissioner; Dave Schwarting, <br />Sherburne County Engineer; Rhonda Lewis, Assistant Sherburne County <br />Engineer. <br /> <br />County Road 44 Reconstruction Status <br />Terry Maurer reviewed the past meetings Dave Schwarting and Terry had <br />regarding this issue. Terry also updated the attendees on the history of the <br />project relative to Elk River City Council discussions. Then Dave Schwarting <br />gave a brief introduction on the financial issues involved with the project. The <br />project was identified by Sherburne County to be one of several projects <br />throughout the County proposed to be financed by bonding. There are <br />approximately five to six projects left to complete, with CR 44 being one of <br />them. The County has re-estimated the remaining projects, taking into <br />account the cost of actual projects completed, and are currently estimated to <br />be about three million dollars short to complete all of the work identified for <br />the bonding program. <br /> <br />The projected traffic count for the road 20 years in the future is estimated at <br />9,100+/- vehicles per day. There was discussion about the type of design. It <br />will likely be an urban design with concrete curb and gutter and storm sewer, <br />given the limited right-of-way. There was significant discussion regarding <br />whether or not two lanes is sufficient or additional turn lanes would be <br />needed at all or several of the intersecting streets. There was some <br />discussion regarding Westwood subdivision and the potential to close one or <br />two of the accesses from this area. Other items discussed were the need <br />from the City's perspective for a sidewalk/trail for pedestrian movements <br />along the CR 44 alignment. In addition, potential construction issues relative <br />to the fact that the only access from the Westwood subdivision and the <br />industrial park is CR 44. This would lead to some sort of phase construction. <br /> <br />The other topic of discussion was how to accomplish this project assuming <br />that funding would be available to construct it in 2005. The County indicated <br />that they do not have sufficient staff available and would have to use a <br />consultant if the City was unwilling to participate in the design and <br />construction activities. The City indicated that they might be willing to <br />participate in the design of the project, but want to ensure that the project is <br />presented to the public as a County project rather than a City project. There <br />was brief discussion on how this could be accomplished, such as holding <br />informational meetings at the County facility and sending notices on County <br />letterhead. <br /> <br />C:\Documents and Settings\tallard.
