City of Elk River <br /> Ek Community Operations and <br /> River Development Deputy Director <br /> Position Description <br /> Department: Immediate Supervisor: <br /> Community Operations and Development Community Operations and Development <br /> Director <br /> Pay Grade: FLSA Status: Last Updated: (date) <br /> 14 Exempt 01/2013 <br /> Positions Supervised: <br /> Directly and indirectly supervises Environmental Administrator,Planning Manager,Director of <br /> Economic Development, Sr. Administrative Assistant, City Engineer, Street Superintendent and <br /> Chief Wastewater Operator. <br /> Position Summary <br /> The Deputy Director is responsible for the management,leadership,and oversight of the Planning <br /> and Economic Development Divisions. Assists with management and oversight of all divisions of <br /> the Community Operations and Development Department. <br /> Essential Functions <br /> 1. Directs and supervises respective operations to achieve goals within available resources. <br /> A. Trains,develops, and motivates staff. <br /> B. Plans,directs and reviews staff work plan including work activities,projects and <br /> programs. <br /> C. Evaluates work products, methods and procedures;meets with staff to identify and <br /> resolve problems. <br /> D. Evaluates employee performance on a formal and informal basis and creates job <br /> performance improvement plans as appropriate. <br /> 2. Provides leadership and direction in the efforts of community development related to short <br /> and long range plans and projects. <br /> A. Gathers,interprets,and prepares data for studies,reports, and recommendations. <br /> B. Coordinates department activities with other departments and agencies as needed. <br /> 3. Serve as staff on a variety of boards, commissions and committees; coordinate with City <br /> staff on all levels regarding citywide issues. <br /> 4. Research state and federal laws,rules,and procedures related to assigned responsibilities and <br /> duties;monitors inter-governmental decisions and legislative initiatives affecting department <br /> operations and takes appropriate action. <br /> 5. Provides information and consultation to the City Council, City Administrator, Community <br /> and Operations Development Director,Planning Commission, EDA and HRA,as well as <br /> county, state, and federal agencies. <br /> Page 1 <br />
