As for the newborn goats, staff indicated that there are no specific regulations addressing newborn <br /> agricultural animals,but recommended considering it similar to a kennel where animals under the age of <br /> six months are not considered in the calculations. <br /> The majority of the discussion focused around the Manure Management Plan and what the condition(s) <br /> should be. It was agreed that the Environment Administrator and the applicant would discuss the <br /> specifics of the Minnesota Pollution ContyolAgency Technical Guidelines for Manure Management and Applications <br /> to clarify what was expected. The Commission agreed that an overall condition stating"The Manure <br /> Management plan shall be followed as recommended by the Environmental Administrator"would cover <br /> any concerns. <br /> The Planning Commission unanimously recommended approval of the request with the first 12 <br /> conditions listed.
