C&P Properties of Elk River is the property owner. The purpose of the CUP will be to construct athletic fields <br /> for football, soccer,and other programs. <br /> Spectrum High School is a public charter school located in Elk River,MN. We are currently in our 7th year and have an <br /> enrollment of 500 students. This is our second year in a new building which includes a double gymnasium. We remain <br /> committed to academic excellence with a focus on college preparatory curriculum, high behavior standards,the <br /> integration of technology into our curriculum, and service learning projects throughout the community. <br /> It has been exciting to see the growth at Spectrum extend throughout music,theater, and athletic programs. We currently <br /> offer 14 varsity sports for boys and girls. As with all extra-curricular activities, athletics is an extension of our classroom. <br /> Having our own athletic fields will improve the efficiency of extracurricular activities and enhance the entire education <br /> experience for students. It will also add additional athletic and recreation resources to the city. <br /> The location of the land is 10129 1815`Ave.NW is the site of our former school when Spectrum was housed in modular <br /> units. The 18 acres is ideally suited for athletic fields and already has the necessary infrastructure including a storm <br /> building,parking lot, and city services(sewer,water, and electricity). The land is a short 5 minute activity bus ride from <br /> the school building. <br /> The initial plan is to build a large multi-purpose athletic field that may be divided into two adjacent soccer/football fields <br /> in the fall and used for baseball in the spring. One of the football/soccer fields will include bleachers, a scoreboard, and <br /> possibly light poles in the future. A separate softball field will be constructed just north of the existing storm water pond. <br /> Since the land is located on a flood plain(outside of the flood way); structures will not be constructed that would impede <br /> water in the event of a 100 year flood. This means that the bleachers, scoreboard poles, light poles,backstop, and any <br /> fencing would allow water to pass. There will not be any baseball dugouts or building structures constructed in the flood <br /> plain next to the athletic fields. <br /> The existing storm building will be remodeled to include heat,restrooms,and storage. The building will continue to also <br /> serve as an on-site storm shelter. The long range facility plan may include the addition of a field house and a classroom <br /> building.The field house would attach to the existing storm building and provide space for wrestling, cheerleading, dance <br /> team, and other recreation and athletic programs. <br /> Spectrum is excited for the opportunity to further serve the area with the addition of new athletic and recreation fields. <br /> Thank you for your consideration of this request. <br /> Sincere <br /> Rick Peterson,Director of Athletics and Facilities <br /> Spectrum High School <br /> small school . . .
