Elk REQUEST FOR ACTION <br /> River <br /> TO ITEM NUMBER <br /> Mayor and City Council 4.2 <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> Consent October 8, 2012 T.John Cunningham,Fire Chief <br /> ITEM DESCRIPTION REVIEWED By <br /> Agreement for First Responder Training and Medical Direction Cal Portner, City Administrator <br /> Oversight Services REVIEWED BY <br /> ACTION REQUESTED <br /> Council is asked to approve the attached agreement for first responder training and medical direction <br /> oversight services provided by Allina Health Emergency Medical Services. <br /> BACKGROUND/DISCUSSION <br /> Presently,all Elk River firefighters maintain, at a minimum, First Responder certification through the <br /> Minnesota Emergency Services Regulatory Board (EMSRB). Many firefighters are also Emergency <br /> Medical Technicians (EMT's),which is a higher level of training and certification. <br /> The primary purpose of this contract is to provide regularly scheduled First Responder refresher training <br /> for firefighters certified to the First Responder level. <br /> Also included in the contract is medical direction oversight and the use of Allina's Emergency Medical <br /> Service (EMS) protocols. While the Fire Department has a number of certified EMT's,the city does not <br /> presently have a designed medical director to oversee medical policies, quality control,and advanced skills <br /> variances. <br /> Allina Health Emergency Medical Services currently provides such service to the Elk River (Fire and) <br /> Ambulance Service, a separate 501(c)4 non-profit organization. This will provide consistent training, <br /> policies, and medical direction to city-employed first responders. <br /> FINANCIAL IMPACT <br /> Fees associated with this agreement have been budgeted in the Fire Department's operating budget, <br /> including 2012 and 2013. <br /> ATTACHMENTS <br /> ■ Agreement between the Allina Health Emergency Medical Services and the City of Elk River. <br /> Action Motion by Second by Vote <br /> Follow Up <br /> N:APublic Bodies\City Council\Council RCA\Agenda Packet\10-08-2012\Medical Director SR.docx 4A f U R E <br />
