While Louisville Gas hypothesizes that such abuses are possible, it has not <br /> specifically alleged that Owensboro has in fact used its access to information to benefit <br /> itself or its affiliates. Absent such evidence, and consistent with our general policy, we <br /> shall grant Owensboro's waiver request because it meets the established criteria for a <br /> waiver.19 If Louisville Gas believes that Owensboro misused non-public transmission or <br /> customer information, it may file a complaint with the Commission under 18 C.F.R. <br /> § 385.206, seeking appropriate relief. <br /> 13.
