• Community Development- Enhance community involvement and public participation <br /> • Beautification- Have attractive welcoming streetscapes at city entrances and primary <br /> corridors (enforce zoning ordinance) <br /> • Opportunities- Foster a pro-growth atmosphere that provides incentives and other <br /> opportunities for new and existing business <br /> City staff worked on the creation of a plan, comprised of action steps and tasks to be completed to assist <br /> in meeting the goals. On May 16, 2011, the City Council approved the 2011 goals, action steps,and tasks <br /> which staff continues to work on. On August 13,2012,the City Council authorized staff to develop <br /> additional action steps and tasks intended to satisfy the goals. <br /> In addition to the 2009-2012 EDA and HRA Strategic Plan and City Vision and Goals,the following <br /> processes, studies and surveys have been or will be completed by the end of 2012: <br /> • 171st Focused Area Study (completed June of 2010) <br /> • Citizen Satisfaction Survey (completed in July of 2011) <br /> • Branding Implementation Plan (approved in September of 2011) <br /> • Energy City Commission SWOT Analysis (completed February of 2012) <br /> • Comprehensive Housing Market Study (completed July 2012) <br /> • Mississippi Connections Redevelopment Framework (anticipated to be complete late 2012) <br /> All items listed above include various forms of SWOT analyses,recommendations, and conclusions. <br /> In the past, the EDA and HRA have hired a consultant to facilitate the strategic planning process. Staff <br /> feels the plans listed above provide sufficient information and recommendations to move forward <br /> internally with the 2013-2016 EDA and HRA Strategic Plan. The plans listed above were created by a <br /> variety of stakeholders (Planning Commission,Energy City Commission,HRA, EDA, City Council, <br /> community members,business owners and city staff) and contain information pertinent to economic <br /> development. <br /> The goals of the approved strategic plan, city vision and goals above are ongoing and the existing plans <br /> provide guidance towards the creation of new tasks and action steps to assist in achieving these goals. <br /> Staff plans to develop additional tasks and action items to meet the four goals of the 2009-2012 strategic <br /> plan and will update and modify the goals as applicable (i.e.: because a community image has been <br /> identified,the goal can be modified to reflect strategies which supports the community brand <br /> implementation). <br /> Once complete, staff anticipates bringing the proposed plan in front of the HRA and EDA for <br /> discussion at a future work session. <br /> FINANCIAL IMPACT <br /> None. <br /> ATTACHMENTS <br /> • 2009-2012 Economic Development Strategic Plan <br />
