tik REQUEST FOR ACTION <br /> River <br /> TO ITEM NUMBER <br /> Mayor and City Council 4.7 <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> Consent August 20,2012 Michael Hecker,Parks and Recreation <br /> Director <br /> ITEM DESCRIPTION REVIEWED BY <br /> Oak Knoll Athletic Complex Irrigation Cal Portner, City Administrator <br /> REVIEWED BY <br /> ACTION REQUESTED <br /> Authorization to accept the low quotes received from Herbst Excavating in the amount totaling <br /> $7,757.50 for the installation of water service to irrigate the city athletic fields at Oak Knoll Athletic <br /> Complex; to accept the quote of$2,950.00 from Great Northern Landscapes to incorporate city water <br /> into the irrigation system,including installing a water meter; and, to accept quotes for an above ground <br /> fenced in enclosure for$600 to Art of Concrete for the concrete and$700 to Top Line Fencing for the <br /> fence. <br /> BACKGROUND/DISCUSSION <br /> This past October,the City Council and School Board held a joint work session to discuss certain agenda <br /> items. One of the agenda items was the ownership of the irrigation well at the Oak Knoll Athletic <br /> Complex. The school district owns the well that is shared by both the city and Elk River School District. <br /> Historically,the well was installed in September 1991 by the school district through a joint use agreement <br /> between the city and school district for irrigation of the Oak Knoll Athletic Complex. The schools need <br /> the well for the irrigation of the high school varsity field,while the city needs the well for the irrigation of <br /> two soccer fields and two baseball/softball fields. The need to irrigate the athletic fields becomes crucial <br /> during the summer months when the water levels decrease. <br /> The well started to have issues in 2008. Over the past years it started to cavitate showing signs that it is <br /> breaking down and inconsistent due to a decreasing water table. Parks and Recreation staff did meet with <br /> the school district maintenance staff and Elk River Municipal Utilities to discuss various options. The <br /> best option to guarantee water with consistent pressure for irrigation of the athletic fields is to install city <br /> water service. The well can continue to be used during the spring months with the higher water levels. <br /> Eventually, the well will no longer be able to pump water at all and once this happens,we will be able to <br /> switch to city water entirely. <br /> We would like to mobilize and begin the work on the water service soon to avoid an interruption in the <br /> irrigation of the fields this fall. The school district also agreed to pay half of the cost this year to install <br /> water service for irrigation of the entire athletic complex. City staff worked with the school staff and <br /> Municipal Utilities to obtain the quotes. <br /> ► swESES sr <br /> NATURE <br />
