REQUEST FOR ACTION <br />TO <br />ITEM NUMBER <br />Mayor and City Council <br />8.3 <br />AGENDA SECTION <br />MEETING DATE <br />PREPARED BY <br />General Business <br />August 6, 2012 <br />Lauren Wipper, Human Resources <br />Representative <br />ITEM DESCRIPTION <br />REVIEWED By <br />Community Operations and Development Director Position <br />Cal Portner, City Administrator <br />REVIEWED BY <br />ACTION REOUESTED <br />Review the Community Operations and Development Director Position description and discuss the <br />process for filling this position. <br />BACKGROUND /DISCUSSION <br />The reorganization plan that was brought before Council on May 21, 2012, included the creation of a <br />hybrid department consisting of Community Development and Public Works. The attached Community <br />Operations and Development Director Position Description combines duties of both of the former <br />Public Works Director and Community Development Director positions. <br />The department will be led by a director and a deputy director, one having strength in Public Works and <br />the other having strength in Community Development. The position was evaluated for pay and will be <br />placed in either pay grade 15 or 16 dependent upon the skillset the candidate brings to the position. The <br />anticipated hiring range for this position is $84,840 to $96,271. <br />Recruitment and Hiring <br />With an aggressive schedule, we could advertise for three weeks and then have another week for <br />evaluating resumes which would take us to the beginning of September. Interviews could take place late <br />in the week of Labor Day or early the following week. A recommendation could be brought to the <br />Council perhaps as soon as the first or second meeting of October. <br />In January of 2011, the Council decided that the hiring committee for department director positions <br />should consist of the following members: <br />• City Administrator <br />• Council Member <br />• Board/ Commission Member (from applicable board/ commission) <br />• 1 -2 people in similar positions from another city /county <br />• Additional department director <br />Staff would like direction as to the responsibility of this committee.
