Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: EMERGENCY VEHICLE PREEMPTION SYSTEM AND SIGNAL RELAMPING <br /> <br />Dear Mr. Klaers: <br /> <br />Attached is a resolution for the City Council's consideration which requests Mn/DOT to <br />enter into a cooperative agreement with the City of Elk River for the installation of <br />emergency vehicle preemption systems and the relamping of all the signals on TH-10 <br />and 169 in the City limits. As you are aware, the City Council authorized us to begin <br />plans and specifications for the emergency vehicle preemption design several weeks <br />ago. At that time, we discovered that Bryan Adams of the Municipal Utilities was <br />planning a program to relamp the signals with LED lamps. These are more energy- <br />efficient and provide for a much longer life. Mr. Adams was planning this project in <br />conjunction with the Energy City program. Since that time, we have been talking to Gary <br />Dirlam, District 3 Traffic Engineer, regarding Mn/DOT's possible participation in the cost <br />of the relamping. At this point in time, Mr. Dirlam has indicated that Mn/DOT will <br />participate in the relamping of the red bulbs. However, he is not sure of their <br />participation in the relamping of the yellow and/or green bulbs, the reason being that <br />these yellow and green bulbs are significantly more expensive than the red ones. The <br />other issue that we will attempt to get Mn/DOT to participate in would be changing the <br />pedestrian signals from the "walk" and "don't walk" to the current standard of symbols, <br />also using LED bulbs. <br /> <br />We are proceeding with the plans and specs for all of these items with the relamping bid <br />with alternates, so that we can compare costs and determine which we want to proceed <br />with once Mn/DOT makes a decision on their cost participation.
