He indicated the applicant feels that denial of the access <br />would create a hardship for them regarding competition with other banks in Elk <br />River. Mr. Pflipson felt there would be a very small percentage of drivers who <br />would attempt to make a left turn off Jackson into the site because of the design <br />of the right-in-only access. He indicated they would be willing fo place any type <br />of signage the Council would require to make the access work. <br /> <br />Discussion followed regarding whether or not the access was appropriate. <br /> <br />COUNClLMEMBER THOMPSON MOVED TO DENY THE REQUEST FOR THE RIGHT-IN- <br />ONLY ACCESS FOR NORWEST BANK, CASE NO. CU 98-11. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Request by Car.qill, Inc. for Appeal of Buildinq Permit Denial Decision, Public <br />Hearin.cl Case No. GP 98-11 <br /> <br />At the request of the applicant, this item will be tabled until the July 20, 1998 City <br />Council meeting. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO TABLE THE REQUEST BY CARGILL, INC. TO <br />THE JULY 20, 1998, CITY COUNCIL MEETING FOR AN APPEAL OF BUILDING PERMIT <br />DENIAL DECISION, CASE NO. GP 98-11. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />Letter from Scott Breuer Homes Re.qardin.q Cluster Subdivision <br /> <br />Scott Harlicker, Planning Assistant, reviewed a letter from Scott Breuer Homes. It <br />was the consensus of the Council to request that the Planning Commission review <br />an ordinance amendment for cluster subdivisions and make a recommendation <br />to the Council. <br /> <br />Resolutions for Road Improvement Projects <br /> <br />City Engineer Terry Maurer presented draft resolutions for road improvements for <br />Boston Street, Railroad Drive, and the Guardian Angels project. These resolutions <br />are consistent with MN Statutes 429 for assessments to benefited property owners. <br /> <br />COUNClLMEMBER HOLMGREN MOVED APPROVAL OF RESOLUTION 98-68, A <br />RESOLUTION DETERMINING ASSESSED COST OF IMPROVEMENT AND ORDERING <br />PREPARATION OF PROPOSED ASSESSMENT ROLLIN THE MATTER OF BOSTON STREET <br />IMPROVEMENT OF '1998. COUNCILMEMBER DIETZ SECONDED THE MOTION.
