9786-3 28 <br /> <br />AFTER VALUE <br /> <br />Description of Improvements <br />The subject is improved with a rural home and outbuildings. The improvements have <br />not been valued in this appraisal. However, we have examined the effects of the taking <br />on the improvements and conclude that no damages have occurred to the <br />improvements. <br /> <br />Highest And Best Use <br />The taking of road right-of-way on the subject site will not alter the highest and best use <br />of the site either as vacant or as improved. The site as vacant still has the physical size <br />and street frontage for subdivision, but as in the before condition, is considered a poor <br />candidate for such a use. <br /> <br />Appraisal Procedures And Techniques <br />The property being appraised is 5.7 acres of rural residential land improved with a house <br />and outbuildings. The land does not currently have municipal utilities available, thus the <br />development approach would be inappropriate in this case.
