data relating to pending civil legal actions, or any other data that might be classified as <br />private, non-public, or confidential, without the city administrator's express authorization. <br />The City Council appoints the city administrator as the responsible authority to administer <br />the requirements for collection, storage, use, and dissemination of data. Refer to the city's <br />Guidelines and Procedures for the Minnesota Government Data Practices Act for <br />additional information. <br />Performance Appraisals <br />Performance appraisals are an opportunity for employees, supervisors, and the city to <br />assess employee job performance. The performance appraisal system is designed to: <br />• Ensure that quality services are provided to the public at the least possible cost; <br />• Motivate and develop employees to their fullest potential; <br />• Clarify roles and mutual expectations of supervisors and employees; <br />• Promote open and ongoing conununication between employees at all levels, <br />including feedback from subordinates to supervisors; and <br />• Assist in deternunation of whether employees are meeting the established <br />performance standards for their position. <br />Performance appraisal forms generally will be maintained in the employee's personnel file. <br />Employees may be evaluated formally or informally at any time. An employee's <br />immediate supervisor or department director will conduct a performance appraisal <br />annually, and may conduct performance appraisals more frequently if prescribed by the <br />city administrator or the department director. The performance appraisal usually will be in <br />writing and must be signed by the employee and supervisor. <br />Attendance <br />Every employee has an important role in maintaining a productive workplace. Therefore, it <br />is essential that all employees report to work every day as scheduled. Unsatisfactory <br />attendance, including reporting late to work and leaving work early may result in <br />disciplinary action up to and including discharge. <br />If an employee must be absent from work for any reason, other than approved time off, <br />s/he must notify his/her immediate supervisor at least thirty (30) minutes prior to the start <br />of lus/her normal working hours. If an emergency prevents the employee from notifying <br />his/her supervisor at such time, the employee must call his/her immediate supervisor as <br />soon as possible during the workday. <br />Rest /Meal Break <br />Non-exempt, full-time employees shall receive a paid rest break not to exceed fifteen (15) <br />minutes away from job duties on one occasion during each four (4) hour work shift. Part- <br />time employees shall receive a paid rest break not to exceed fifteen (15) minutes during a <br />work period of four hours. <br />7 <br />
