City Council Minutes <br />May 7, 2012 <br />Page 3 <br />• Donated contracting services and helped secure volunteer labor and materials to <br />• build Lions Park Center for well below cost. <br />■ Served on Board of Directors for the Boys and Girls Club of Elk River and helped <br />coordinate construction of their building. <br />• Long -time board member for the Land of Lakes Choir Boys. <br />• Received the following Lions Club awards: Lion of the Year, Melvin Jones <br />Fellowship, and the Distinguished Leadership Award. <br />• Past winner of the Three Rivers Community Foundation's Hall of Fame Leadership <br />Award. <br />Mayor Dietz stated that Mr. Weicht was unable to attend the meeting because he is ill. <br />Mayor Dietz presented the plaque to Mr. Weicht's son Willy and daughter Heidi. Heidi read <br />a statement from her father thanking the city. <br />6.2. 30 years of Service Recognition — Firefighter /District Chief Daniel Kreuser <br />Chief Cunningham presented his staff report. He thanked Dan for his many years of <br />dedication and service to the department. <br />Steve Dittbenner, Elk River Fire and Ambulance/ fellow firefighter also thanked Dan for <br />his service to the Fire Department and to the Board of Directors of the Elk River Fire and <br />Ambulance. <br />Mayor Dietz thanked Dan for his 30 years of service to the Fire Department and presented <br />Dan with his plaque. <br />• 7. Public Hearings <br />There were no public hearings. <br />The Council took a five minute recess at 6:45 p.m. The Council reconvened at 6:50 p.m. <br />8.1. Resolution Authorizing Staff to Submit an Application for a Grant with the Minnesota DNR <br />to Implement a Woody Bio -Mass Harvest for Woodland Trails Park <br />Gina Hugo, Resource Conservationist with the Sherburne Soil and Water Conservation <br />District — presented a PowerPoint outlining the proposed Ecological Management Plan for <br />Woodland Trails Park. <br />Mayor Dietz questioned if city employees would perform the work. Ms. Hugo stated that a <br />contractor would be required to perform the work because special equipment is necessary. <br />Councilmember Westgaard questioned how many acres the plan would cover. Ms. Hugo <br />indicated that if the entire $75,000 grant is received, it would cover the initial cost of <br />harvesting approximately 50 acres. Councilmember Westgaard questioned how many years <br />the area would need to be maintained at a cost of approximately $500 an acre. Ms. Hugo <br />indicated that buckthorn seeds are viable in soil for seven years; therefore, the city should <br />plan on at least seven years of scheduled maintenance. <br />MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO ADOPT RESOLUTION 12 -19 <br />• AUTHORIZING STAFF TO SUBMIT AN APPLICATION FOR A GRANT WITH <br />THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES TO <br />
