CIP Worksession <br />Page 6 <br /> <br />coating program (and general city maintenance of streets) whereby <br />some municipalities assess out seal coating projects. It should also be <br />noted that I hope to begin using tax revenues on an annual basis to <br />help finance the pavement replacement program that will be discussed <br />in more detail as the year goes on. <br /> <br />Regarding long term funding for equipment purchases, the only <br />revenue sources that are known are taxes, equipment certificates <br />through taxes, equipment reserves which have limited annual <br />revenues, and the annual contribution from the Utilities. The annual <br />contribution from the Utilities has been the largest new source of <br />revenue for equipment purchases and this increased revenue began in <br />1995. This additional source of funding did not reduce our reliance on <br />taxes, but allowed us to purchase the amount of equipment that was <br />needed without raising taxes. It is imperative that the Utilities <br />contributions continue in order to help finance the city's equipment <br />needs or else we will see a corresponding increase in city taxes to <br />address our equipment concerns. <br /> <br />Regarding park and recreation land, equipment, and field <br />development, the best source of funds is a public referendum. <br />dedication funds are a limited, secondary source of money for <br />improvements. <br /> <br />Park <br /> <br />Regarding land and buildings, the funding depends upon the type of <br />facility. For example, land and building for the fire department and <br />the building of a community center will most hkely be a pubhc <br />referendum issue. On the other hand, expansion of the city hall <br />facility would have to be internally financed through the accumulation <br />of reserves and the designation of annual revenues for debt as it is <br />very unhkely the pubhc would ever approve a referendum for the <br />expansion of city hall. <br /> <br />6. 1998 CIP Projects <br /> <br />Review Library parking lot layouts - The parking lot CUP <br />proposal for the Library is going to the Planning Commission on <br />Tuesday, March 24. It is appropriate for the Planning <br />Commission and the Library Board to make a recommendation <br />to the City Council on their desires and goals for parking in this <br />area. The City Council can always reject or alter the Planning <br />Commission and Library Board recommendation, but the <br />Council should not provide significant feedback to these boards <br />prior to their objective review of the proposal.
