PROJECT APPR®ACH <br />K <br />sj <br />~ ~•; <br />~~. ~ a <br />i <br />.r <br />R4J A RC)CH <br />PROJECT UNDERSTANDING <br />It is our understanding that the City of Elk River is seeking professional services to <br />produce a retro-commissioning study of the systems at the City Hall per the Scope <br />of Work described in this proposal. The city is looking into co-funding from the <br />local utility company. The city hall facility measures 45,195 square feet not <br />including the five-stall garage. <br />Building owners are under enormous pressure to reduce energy costs while <br />maintaining a healthy working environment for all building occupants. Throughout <br />the recommissioning process, HEI will work with the recommissioning team to <br />determine the best solutions to provide the city of Elk River with a working, <br />comfortable, and energy efficient building. <br />TEAMWORK <br />Our philosophy is to work with the city of Elk River in a harmonious manner to <br />facilitate the recommissioning process. We understand the owner's intent, and we <br />feel that close contact with all team members throughout the process is very <br />important to the success of this project. <br />To achieve our goals through teamwork, we would recommend contact with the <br />owner to discuss progress, tasks, and current issues. Through regular contact, the <br />district will be able to observe the progress of the recommissioning process and <br />give their input on maintaining the desired intent of the recommissioning study. <br />SUCCESSFUL PROJECT <br />A recommissioning project is successful only if the owner's intent of the <br />recommissioning process was accomplished and the owner received a study that <br />when implemented provided an improved environment for its occupants. HEI <br />accomplishes this by providing experienced and energetic team members who <br />are able to work with the district to meet their goals. <br />TECHNOLOGY <br />HEI's commissioning agents are experienced with both the latest design concepts <br />and operational methods and are familiar with the many different brands of <br />building automation systems. Each agent is armed with state-of-the-art <br />equipment and resources. We have the needed experience to analyze <br />temperature control systems and review trend logs for forensics, analysis and <br />trouble shooting. The commissioning agents have laptops, software and <br />investigative tools to achieve the commissioning tasks. Also since we are a <br />department of HEI, we have access to other design expertise and tools.
