February 27, 2012 <br />Annie Deckert <br />Director of Economic Development <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />Re: Professional Design Services -Downtown Concept Planning. <br />Dear Annie and members of the HRA: <br />Hoisington Koegler Group is pleased to present this proposal to the City of Elk River for downtown concept planning services. HKGi is a <br />leading urban planning, urban design and landscape architecturefirm in theTwin Citiesthat has built a reputation for innovation and <br />creativity through its thirty year history. HKGi specializes in the planning and design of public realms including community planning, <br />downtown districts, performance spaces, waterfronts, urban plazas and streetscapes. <br />If we are fortunate to be chosen to work with Elk River, I will manage the project, oversee the design and be your primary contact. On <br />our team will be Bryan Harjes and Gabrielle Grinde, both of whom are extremely talented Landscape Architects with a great deal of <br />experience in working on projects of similar scale and context. <br />The following scope of work is in direct response to the tasks outlined in your request for proposals.... <br />In this task, HKGi will collaborate with staffto discuss ideas for the site and collect and review all available background information in <br />order to understand the context and City vision for what the project area could become. <br />Specific tasks include: <br />• Facilitate akick-off meeting with City staffto review available background materials and brainstorm potential initial program <br />ideas for the project space. <br />• Tour downtown and the project site with City staff and stakeholder representatives. <br />• Organize available base mapping including survey and soils(if available), utilities, ownership, and aerial photos. <br />• Prepare an analysis graphic that identifies the relationship of the project site to long term redevelopment opportunities, <br />pedestrian linkages and desire lines, and how the site relates to area business's and existing public space in downtown. <br />TASK 2 -EXPLORE THE ALTERNATIVES AND RELATED COSTS <br />This task will use the collected mapping, background and analysis information, combined with the desired program, to prepare <br />a minimum of (3) design concepts for the HRA project site. The concepts will explore the integration of the following program <br />elements: <br />• Public gathering space <br />• Integration of planned farmers market <br />• Parkirig - minimum of 25 additional spaces <br />• Landscaping to enhance the site and/or mitigate adjacencies <br />• Kiosk/signage to complement existing downtown signage and reinforce City brand <br />
