PF{~,IECT'
BLOOMINGTON, MINNESOTA

.~

During the 1960s and 70s, the Old Shakopee Road/France Avenue intersection was a bustling commercial area. Changing economic
conditions, however, have made many of the facilities obsolete and unable to compete with newer, more modern facilities such as the
Mall of America, which sits only six miles to the east.
Responding to the community's vision statement and to the input provided by the public and the development community, HKGI
was employed to craft a redevelopment concept that reinvents the study area as a more pedestrian-friendly neighborhood. As an
outcome of this study, when it was time for the County to upgrade the intersection, HKGI was employed to design the streetscape
package to ensure the expansion enhanced the district with amore-pedestrian friendly design, minimized the negative effects on the
neighborhood that is being built around it.
Identity features at the four intersections define a unique district that has details at a pedestrian scale, helping to calm traffic and
offer refuge for residents walking in the revitalized district. Landscaping the wide medians with streetsmart plant materials instead of
concrete, softens the auto-orientated district and helps reduce stormwater run off and urban heat.
