City Council Minutes Page 3 <br />February 6, 2012 <br />----------------------------- <br />7.2 Resolution Supporting an Application for a Minnesota Department of Employment and <br />Economic Development (NII~IDEED) Business Development Public Infrastructure (BDPI) <br />Grant <br />Mr. Wilfahrt presented the staff report. <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO APPROVE RESOLUTION 12-09 <br />SUPPORTING AN APPLICATION FOR A MINNESOTA DEPARTMENT OF <br />EMPLOYMENT AND ECONOMIC DEVELOPMENT BUSINESS <br />DEVELOPMENT PUBLIC INFRASTRUCTURE GRANT. MOTION CARRIED <br />5-0. <br />7.3 Overview of the Wastewater Treatment Facility and Authorization to Solicit Proposals to <br />Prepare Facility Planning Documents <br />Mr. Femrite presented the staff report. He explained the existing discharge permit was set to <br />expire in December 2012 and a new application would need to be submitted in June 2012. <br />The limits placed on the new Minnesota Pollution Control Agency (MPCA) discharge permit <br />will be more restrictive than the existing. This will require modifications to the current <br />treatment process in order to achieve compliance with the new limits. Mr. Femrite stated <br />Foth Infrastructure & Environmental, LLC was hired in 2011 to review the current <br />operation and recommended both operational and construction related modifications to the <br />treatment plant to comply with the anticipated new limits. <br />Mr. Femrite then explained the attachments in the staff report. He stated these modifications <br />to the water and bio-solids streams will require the completion of a new facility plan to be <br />reviewed by the MPCA. Staff is requesting authorization to hire a firm to assist in this <br />process, which will include completion of the application for a new discharge permit. The <br />hired firm will also work with staff in coordinating these modifications with Great River <br />Energy and the MPCA. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO AUTHORIZE STAFF TO SOLICIT <br />PROPOSALS FOR PROFESSIONAL SERVICES FOR THE PREPARATION OF <br />FACILITY PLANNING DOCUMENTS FOR WASTEWATER TREATMENT <br />FACILITY IMPROVEMENTS. MOTION CARRIED 5-0. <br />7.4 Fire Service Task Force <br />Chief Cunningham presented the staff report. <br />Mayor Dietz and Councihnember Gumphrey were appointed to serve on the Task Force. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER MOTIN TO APPROVE THE CREATION OF THE FIRE <br />SERVICE TASK FORCE AS OUTLINED IN THE STAFF REPORT. MOTION <br />CARRIED 5-0. <br />
