LAW ENFORCEMENT EXPERIENCE Page 2

My special assignments involve a great deal of time and commitment. The police
indoor gun range is a very complex system with a very current high efficiency filter
system and computer control, led six stall shooting area. In addition we have an
interactive video system installed which trains officers on the use of deadly force
through department filmed scenarios.

Responsibilities at the range beside budgeting include, maintenance and repairs,
scheduling, developing training standards, conformance with POST standards and
supervision of the departments nine range officers. I also participate on the
countywide range committee which sets up and holds four countywide training shoots
as well as use of force training.

Anoka hosts a fifteen day long, sixteen hour a day, deadly force training session each
year using our range and video system. I developed this training in 1991 and since
that time besides the 300 Anoka county area officers each year, another 100 officers
have taken part in the training. This includes Minneapolis PD SWAT. FBI, US Marshals
Office, Champion PD, Elk River PD and BC Task Force.

Putting on the training involves developing, filming and editing scenarios, lesson plan
development, scheduling, and facility supervision. We also bill each department per
officer or on a daily fee basis.

I also am responsible for all firearms training records, weapon inventory and
maintenance of all weapons as well as ammunition and other supplies.

My other responsibilities include directing the seven person honor guard unit at the
police department. Thus unit performs color guard details at a variety of events
during the year. We also take part in funeral details for retired officers or persons
associated with police agencies. The unit took part in the Law Enforcement Night at
the Twins games last year as well as ceremonies and a parade on May 15th for Police
Memorial Day. My duties included uniforms, scheduling and training.

The department mountain bike team is also directed by myself. Started originally as a
response to the cruising problem, it is now used for downtown patrol as well as patrol
of several park areas. I am responsible for training, scheduling and operations during
the summer months. There are eleven officers assigned to this team. I currently work
through the Police Institute, hosting training sessions for departments starting up
bike teams.

I am assigned other duties during the year, including parade supervision, crime watch,
public speaking events, community activities, explorer training as well as reserve
training.

In addition to the above, I have volunteered my time and worked player security at
both the U.S. Open and for three years at the Burnet Senior Classic. In both cases I
spent time assigned to a specific player during the tournament providing personal
security while they were on the course.

I have had a number of projects I have undertaken during my time in Anoka which
resulted in change or redevelopment. They include:

Assigned to the department on-site accreditation team.
Developed new Incident Information Report for use by department
Developed Daily Roll Call Report for use by patrol sergeants, P.C. based.
Developed deadly force training countywide.
