The church has also contacted the 1St National Bank regarding the use of their lots <br />on Sunday mornings. The bank has approximately 37 parking spaces at the bank <br />building. Additionally, the bank owns another 24 spaces in the parking lot east of <br />the bank and immediately north across Main Street from the proposed church <br />facility. They have agreed to allow the church to use these spaces. <br />On-site and adjacent private parking lot spaces amount to 128 parking spaces, <br />which meets City Ordinance parking requirements, if the Conditional Use Permit is <br />passed allowing adjacent spaces in the count. <br />In addition to the on-site and private parking there are approximately 290 public <br />spaces available as follows: <br />• The public parking lot directly north of the site across Main Street has <br />approximately 130 parking spaces. <br />• The former parking lot for the bank that is now public parking (on Main <br />Street level) to the east of the bank has approximately 43 parking spaces. <br />• The lower level public parking lot has approximately 34 parking spaces. <br />• On street public parking along Main Street between, Lowell and Jackson <br />Avenues have approximately 53 parking spaces. <br />There are approximately 381 parking spaces on site, private and public parking <br />spaces adjacent to the site. ADA requirements for the church indicate a need for <br />five (5) designated parking spaces. Three of these spaces are shown on-site on <br />the Master Plan, two on the east side of the building, one on the south. To account <br />for the remaining two spaces, the church would like the City to consider identifying <br />two ADA designated spaces on Main Street immediately in front of the site. They <br />feel this would be advantageous to those in need of designated space attending <br />functions at the facility. Additional accessible spaces are also provided in the <br />parking lots of Dare's and the bank. <br />In summary, the church is asking that an allowable conditional use permit be <br />granted for the use of the former bank building and site to be used as a church <br />facility using adjacent private and some public parking to meet ordinance parking <br />requirements. <br />Narrative Details <br />Detailed Description/Scope of project <br />Adaptive reuse of the existing bank building and site at 729 Main Street as a <br />church facility. <br />Hours of operation <br />The church maintains weekly office hours from 9 to 5.
