DEC-19-i997 09:33 p.~x~

December18,1997
Mr. Steve Ach
Page Four

Ee

the overall watermain computer model. Based on .full development and
maximum day use along with a fire without looping the water system there would
only be approximately 1,250 gallons per minute provided. Looping the
watermain to the east thorough the Elk Motel property, to the bowling alley,
would provide for over 2,500 gallons per minute. Therefore, we would
recommend that as part of this project a concurrent public improvement be
undertaken to Iccp the watermain from the Guardian Angels site to the entrance
of the Elk Bowl. As you are aware, we had a meeting with the owners of the Elk
Motel and they indicated their willingness to participate with this type of
improvement. We would recommend thal[ when this development receives
preliminary City Council approval, the issue of initiating a public improvement to
Iccp the watermain and possibly install sanitary sewer to the Elk Motel, be
discussed with the City Council
3. Each of the townhouse units must have a separate sanitary sewer and water
service provided.

Prelimina~ Plat
1. As mentioned previously, we believe that the pond should not be located in an
outlot. Perhaps Outlot A could just be made part of the townhome general area
so that it is cleady in the ownership of Guardian Angels, at least for routine
maintenance (grass cutting and litter pick-up).
Easements do not need to be provided for storm sewer lines, such as in the
commercial lot parking area.
The easement for the public utilities is shown' as 25-feet wide. This area needs
to be wide enough for sanita~ sewer, watermain, and all of the other utilities
such as gas, telephone, electric, and cable TV. It should be noted that at the
staff review meeting, Elk River Municipal Utilities indicated that the electric
transformers need to be placed at least lO-feet away from any building or
extraordinary construction methods need to be used for fire resistance.

If you have any questions regarding any of these comments, please call.
Sincerely,

Howard R.
