December 18, 1997 <br />Mr. Steve Ach <br />Page Throe <br /> <br />De <br /> <br />Grading <br /> <br />1. <br /> <br />ualtty <br /> <br />1. <br /> <br /> and Drainage Plan <br /> <br />The drainage calculations that were supplied adequately address both the quality <br />and quantity issues and are therefore acceptable. <br /> <br />It appears that the emergency overflow from the catch basins, located along the <br />northern street alignment, would be through the townhouse parking area, over <br />the curb, and to Lake Orono. This emergency overflow is adequate, however, <br />the City ordinance requires the adjacent housing unit to have their lowest floor <br />set at an elevation that would be 1-foot above the emergency overflow. The <br />emergency overflow elevation should be clearly marked on the plan and the <br />adjacent housing unit should be set 1 foot above. <br />We assume that the City will be responsible for maintenance of the storm water <br />pond relative to the operation of the storm sewer system. However, Guardian <br />Angels should maintain ownership of the land that the pond sits on, and be <br />responsible for routine maintenance such as; grass cutting and litter pick-up. <br />Thereforel it may be better if this area is not platted as an outlot so there is no <br />risk that in the future it will go tax forfeit and have to be picked up by the City due <br />to the storm water ponds. <br /> <br />Plan <br /> Sanitary Sewer service is provided to the site by extending an 8-inch gravity <br /> sanitary sewer from the manhole located in Joplin Street at the access point to <br /> the site. Gravity sanitary sewer then is extended northerly and easterly to <br /> provide access to all of the units. It appears that the sanitary sewer may need to <br /> be extended slightly to provide access to each of the townhouse units. <br /> <br /> Watermain is shown as a 6-inch line looped through the site. At the staff review <br /> meeting, it was discussed that an 8-inch loop would be required on the most <br /> southerly road system and to the southeast corner of the property. Revisions <br /> should be included in the internal water system for future looping of the water <br /> system, at the northwesterly corner of the property where it abuts the Hartman <br /> parcel and at the southeastern comer of the property where it abuts the Elk Motel <br /> entrance. <br /> An additional hydrant should be installed along the northerly route at <br /> approximately the mid-point between the two hydrants that are shown. There will <br /> also need to be a hydrant provided on the southern part of the commercial <br /> building. In fact, there is a watermain stub off of the Joplin Street watermain at <br /> approximately this location that could be used to extend into the site for the <br /> placement of this hydrant. <br /> At the staff., review meeting the issue of fire flow at this: development was <br /> discussed relative to whether or not the watermain needs to be looped. After the <br /> staff review meeting, Bryan Adams from the Elk River Municipal Utilities did a <br /> flow test on one of the hydrants and determined that currently the flow is <br /> approximately 2,500 gallons per minute.
