Memo to Mayor and City Council/P 97-12 <br />February 9, 1998 <br />Page 3 <br /> <br />Proposed Development Plans <br /> <br />The proposed development plans include a campus development consisting of <br />twenty townhome units along Lake Orono, an 80 unit two-story assisted <br />living facility and 43,000 sq. ft. of commercial/office space near Highway 10. <br />The main and only access into this property will occur off of the north <br />frontage road. MN/DOT has requested no additional access be provided off of <br />Highway 10 as the new intersection at Joplin and Highway 10 was <br />constructed to be the controlled intersection for properties both north and <br />south of Highway 10. There is an access on the east side of Guardian Angels <br />property which is used by the Elk Motel. This access will remain in place <br />and, in fact, a trail/emergency driveway will be constructed from the <br />Guardian Angels facility connecting to the driveway which serves the Elk <br />Motel. The trail/emergency corridor will be available primarily for <br />pedestrians and secondarily for emergency vehicles if the main entrance is <br />obstructed during an emergency. <br /> <br />The interior circulation pattern on the proposed plans includes an interior <br />loop road providing access to the entire campus. The roadway itself will be <br />considered a private road, however, all of the utilities which will serve the <br />property will be public. This arrangement is similar to Country Crossing <br />Townhomes as well as the Cottages of Elk River which were both developed <br />with private streets and public utilities. <br /> <br />Typically, building elevations are submitted for the Planning Commission <br />and City Council to review. Staff has received a verbal description of what <br />each building may look like. If the Council is interested how the campus will <br />appear, the Council may wish to ask the architect for an overview. <br /> <br />Parl~ing <br /> <br />One of the issues expressed by the Planning Commission related to the <br />amount of parking on site. Michael Trossen has provided parking <br />information from other assisted living facilities to demonstrate the typical <br />parking demands for an assisted living complex. It appears other facilities <br />have a parking ratio of I stall per 2 units. Based on the plans provided by <br />Guardian Angels, they exceed this typical ratio by providing 60 stalls for 80 <br />units. <br /> <br />s:\council\p97-12x1.doc <br /> <br /> <br />
