The <br />feasibility study would consider all of these improvements. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 98-22 DECLARING <br />THE ADEQUACY OF THE PETITION FOR IMPROVEMENT AND ORDERING THE <br />PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE LATERAL SANITARY SEWER <br />AND WATER IMPROVEMENT TO SERVE GUARDIAN ANGELS LAKE ORONO <br />DEVELOPMENT OF 1998. COUNCILMEMBER FARBER SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />6.3. <br /> <br />Request for Conditional Use Permit by Paul Krause, Public Hearin.cl Case No. CU <br />97-28. <br /> <br />City Planner Steve Ach indicated that Paul Krause is requesting a conditional <br />use permit for the construction of a storage building at Pinewood Golf Course. <br />Steve Ach indicated that the Planning Commission's main topic of discussion <br />was the issue of stray golf balls striking adjacent residences. He indicated that <br />hole #2 and hole #6 were identified as problem areas. He stated that to reduce <br />the number of stray shots landing on adjacent residential lots, Mr. Krause has <br />proposed to relocate the tee box for hole #2 and, if this does not work, he has <br />agreed to install a net system. He further indicated that he has agreed to install <br />a net system on hole #6. Steve Ach indicated that the Planning Commission <br />recommended approval of the conditional use permit for a storage building <br />with eight stipulations. He stated that one of the stipulations was to address the <br />problems associated from hole #2 and hole #6. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Judy Thompson, 14122 182nd Avenue NW, stated that moving the tee box would <br />not alleviate the problem for hole #2. She suggested shortening the hole <br />instead. She further indicated her concern about cars parking on the non- <br />paved areas. <br /> <br />Charlie Boerger, 14209 Yankton Street, indicated that he is not certain that the <br />net proposed for hole #6 would alleviate all of the problems. He indicated that <br />the net would have to be at least 25 feet high and several feet long. He further <br />indicated that a net by the tee box would not alleviate the problem of balls <br />overshooting the green and entering his yard. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO POSTPONE THIS ITEM UNTIL APRIL 20, <br />1998, TO ALLOW STAFF TO FURTHER REVIEW THESE ISSUES. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.4. Request for Conditional Use Permit for Recreation Center, Public Hearin.q Case <br /> <br />No. CU 98-8 <br /> <br />City Planner Steve Ach indicated that the Community Recreation department <br />and the City of Elk River have requested a conditional use permit to operate a <br />non profit recreational facility at 600 Dodge Avenue, formerly known as the Elk <br />Hills Restaurant. Steve Ach indicated that concerns were raised at the Planning <br />Commission by Gary Santwire, representative of the neighboring business <br />owners. Some of the concerns discussed were the need for outside supervision, <br /> <br /> <br />
