COUNCILMEMBER FARBER SECONDED THE MOTION. <br /> <br />Councilmember Holmgren indicated that he felt the city was within state <br />guidelines by specifying how the funds should be used. <br /> <br />THE MOTION FAILED 2-3. Mayor Duitsman, and Councilmembers Thompson and <br />Dietz opposed. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO DIRECT THE CITY ADMINISTRATOR AND <br />FINANCE DIRECTOR TO CONSIDER A DOLLAR AMOUNT THAT COULD BE ADDED TO <br />THE CITY BUDGET ON A YEARLY BASIS TO DONATE TO THIS ORGANIZATION <br />BEGINNING IN 1999. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 4-1. Councilmember Father opposed. <br /> <br />4.6, <br /> <br />Consider Feasibility Study for Heatinq, Ventilation, and Air Conditionin.q <br />Improvements at the Elk River Ice Arena <br /> <br />Arena Manager Rich Czech requested that the city authorize contracting with <br />Consulting Engineers Nelson/Rudie and Associates, Inc. to conduct a feasibility <br />study to determine what steps need to be taken to relieve the arena of the <br />problems relating to dehumidification, ventilation, and heating. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE CONTRACTING WITH <br />NELSON/RUDIE AND ASSOCIATES, INC. TO CONDUCT A FEASIBILITY STUDY IN AN <br />AMOUNT NOT TO EXCEED $1,200. COUNCILMEMBER FARBER SECONDED THE <br />MOTION.
