V. IMPLEMENTATION CONSIDERATIONS <br /> <br />A. Easements and Permits <br /> <br />The existing Jarvis Street fight-of-way is 66-feet wide. With an additional 17 <br />feet of fight-of-way present on the northeast side of Jarvis Street for a distance <br />of 500 feet from the TH 10 right-of-way, no additional fight-of-way will be <br />required for the proposed work. Temporary construction and grading easements <br />will be required from adjacent property owners. These temporary easements <br />will be secured by a wavier of trespass at the time of construction. A Mn/DOT <br />permit will be required for the proposed grading work along TH 10. <br /> <br />The estimated construction costs and associated overhead costs have been <br />determined for the proposed reconstruction of Jarvis Street and storm drainage <br />improvements. In accordance with the City's Assessment Manual, the overhead <br />cost has been estimated at 28% of the total construction costs. This overhead <br />cost includes city administration, engineering, and fiscal and legal costs. The Elk River City <br />Council proposed that 50% of the cost of improving Jarvis Street be assessed to <br />Lot 1, Rermer Addition owned by Hickman Land Investments, with the <br />remaining 50% of the cost being assessed to the benefiting property on the <br />opposite side of Jarvis Street. Mr. Jerold Eisenschenk owns the property on the <br />south side of Jarvis Street. It is currently used as a single family residence even <br />though it is zoned C3, Highway Commercial.
