Street rights-of-way and utility easements will be acquired through a land <br />acquisition process as presented in the planning study and also from the platting <br />of individual properties as they develop. Rights-of-way and easements needed for <br />the proposed improvements within the Earl Hohlen and Wadde Schulze properties <br />will be acquired through platting and/or cooperation with the Developers. In <br />areas where right-of-way is proposed to be acquired for the transportation <br />corridor, several properties have been identified to be acquired in their entirety as <br />the remaining areas of the parcels would be to small in size to maintain a <br />marketable value. These properties proposed to be acquired in their entirety have <br />been identified on the East Elk River Urban Service Area color maps. Other <br />remnant areas created by the proposed transportation alignment have also been <br />shown to be acquired as a part of the right-of-way acquisition. The width of <br />utility easements required will vary depending on the depth of proposed utilities. <br />Pond easements will also need to be acquired for proposed regional stormwater <br />ponds. <br /> <br />C. Official Map <br /> <br />As a part of this study, an official map is being prepared for the proposed <br />transportation corridor from CSAH 13 south to 171st Avenue. Minnesota State <br />Statues, Chapter 462.359, Subdivision 1, states that, "Identification on an official <br />map of land needed for future public uses permits both the public and private <br />property owners to adjust their building plans equitably and conveniently before <br />investments are made which will make such adjustments difficult to accomplish." <br />Subdivision 3 goes on to say that "The adoption of an official map does not give <br />the municipality any right, title, or interest in areas identified for public purposes <br />thereon, but the adoption of the map does authorize the municipality to acquire <br />such interests without paying compensation for buildings or structures erected in <br />such areas without a permit or in violation of the conditions of a permit." <br />Deviations from the official map may be made in the future to correspond with <br />potential development plans of individual property owners. <br /> <br />VIII. ESTIMATED COSTS <br /> <br />The estimated construction costs and associated overhead costs have been determined for <br />the construction of the proposed trunk sanitary sewer and water improvements, storm <br />drainage improvements, and transportation corridor within each project area. Estimated <br />costs associated with the construction of streets include the construction of the proposed <br />transportation corridor from County Road 12 to 171st Avenue and the realignment of <br />CSAH 13 as 72-foot wide streets with concrete channelization and barrier curb and <br />gutter. Costs associated with the construction of pedestrian facilities, street lights, and <br />other amenities have also been included in the estimated street construction costs. <br />Estimated costs have also been included for the construction of signal systems at TH 10/ <br />171st Avenue and County Road 12/CSAH 13 and for intersection improvements along <br />Main Street at Earl Hohlen's property, including a signal system.
