Street rights-of-way and utility easements will be acquired through a land acquisition process as presented in the planning study and also from the platting of individual properties as they develop. Rights-of-way and easements needed for the proposed improvements within the Earl Hohlen and Wadde Schulze properties will be acquired through platting and/or cooperation with the Developers. In areas where right-of-way is proposed to be acquired for the transportation corridor, several properties have been identified to be acquired in their entirety as the remaining areas of the parcels would be to small in size to maintain a marketable value. These properties proposed to be acquired in their entirety have been identified on the East Elk River Urban Service Area color maps. Other remnant areas created by the proposed transportation alignment have also been shown to be acquired as a part of the right-of-way acquisition. The width of utility easements required will vary depending on the depth of proposed utilities. Pond easements will also need to be acquired for proposed regional stormwater ponds. C. Official Map As a part of this study, an official map is being prepared for the proposed transportation corridor from CSAH 13 south to 171st Avenue. Minnesota State Statues, Chapter 462.359, Subdivision 1, states that, "Identification on an official map of land needed for future public uses permits both the public and private property owners to adjust their building plans equitably and conveniently before investments are made which will make such adjustments difficult to accomplish." Subdivision 3 goes on to say that "The adoption of an official map does not give the municipality any right, title, or interest in areas identified for public purposes thereon, but the adoption of the map does authorize the municipality to acquire such interests without paying compensation for buildings or structures erected in such areas without a permit or in violation of the conditions of a permit." Deviations from the official map may be made in the future to correspond with potential development plans of individual property owners. VIII. ESTIMATED COSTS The estimated construction costs and associated overhead costs have been determined for the construction of the proposed trunk sanitary sewer and water improvements, storm drainage improvements, and transportation corridor within each project area. Estimated costs associated with the construction of streets include the construction of the proposed transportation corridor from County Road 12 to 171st Avenue and the realignment of CSAH 13 as 72-foot wide streets with concrete channelization and barrier curb and gutter. Costs associated with the construction of pedestrian facilities, street lights, and other amenities have also been included in the estimated street construction costs. Estimated costs have also been included for the construction of signal systems at TH 10/ 171st Avenue and County Road 12/CSAH 13 and for intersection improvements along Main Street at Earl Hohlen's property, including a signal system. No costs for the acquisition of rights-of-way and easements have been included. Feas-800.110 24 800-110-J
