2. Attract industrial development projects that have quality employment base and significant <br />market value <br />What is our primary objective for industrial development? In our discussions with the Elk River <br />EDA Marketing Coxnxnittee, there was general agreement that the primary objective is job creation <br />-jobs relocated from other communities and new jobs created by new ox expanding <br />manufacturers. But the City doesn't just want jobs; it wants good quality, high-paying jobs -the kind <br />of jobs typically created by light industrial manufacturing. <br />The EDA Marketing Committee members also agreed that increasing the building value added <br />to the tax base is almost as important as job creation. <br />Thus, one of our primary objectives must be the creation of quality jobs and significant additional <br />market value. <br />3. Facilitate the identification, acquisition, preparation and marketing of additional land for <br />industrial development <br />To paraphrase the comments of several interviewees, focus group participants and EDA Marketing <br />Committee members, "There's no point in doing marketing if you don't have any land." The point is <br />well taken. As of late August, there were only three City-owned lots readily available fox <br />development in Elk River (in the Noxthstar Business Paxk), and three privately owned parcels <br />available (Sandpiper Business Paxk and two lots in Elk River Business Paxk). <br />Clearly, with the support and approval of the EDA and City Council, Economic Development <br />Division Staff must take the lead in facilitating the identification, acquisition, preparation and <br />marketing of additional land for industrial development, both short term and long term. <br />
