The City of Elk River
Objectives
The City of Elk River substantially achieved the objectives identified in its Strategic Industrial
Marketing Plan 2002-2004 Action Plan.
The three primary objectives were:
1. Position Elk River as "The Light Industrial Hub of the Northwest Metro" by 2005
2. Build out East and West Business Parks by 2010
3. Target industrial, machinery, fabricated metal and electronic equipment SICs
As we look ahead to 2007-2009, the Elk River Economic Development Division will pursue similar
- though somewhat more ambitious -objectives:
1. Continue to position Elk River as "The Light Industrial Hub of the Northwest Metro"
2. Attract industrial development projects that have quality employment base and significant market
value.
3. Facilitate the identification, acquisition, preparation and marketing of additional land fox
industrial development
Based on our research, the justification for these objectives is as follows:
1. Continue to position Elk River as "The Light Industrial Hub of the Northwest Metro"
Even if Elk River is not yet "The Light Industrial Hub of the Northwest Metro," it has undeniably
attracted a critical mass of light industrial users since 2002. That positioning and success have value,
and the City can leverage that value by continuing to build on it.
Elk River is also one of the few Northwest Metro communities with any kind of marketplace
positioning. Communicating in no uncertain terms that Elk River is targeting light industrial users
differentiates the City from the other communities that have vague ox nonexistent positioning
strategies.
Positioning Elk River as "The Light Industrial Hub of the Northwest Metro" also provides needed
internal focus fox marketing efforts. It is an unambiguous objective to which the EDA and City Staff
can aspire. The City can maximize its marketing resources if all efforts axe in alignment with that
objective.
