2 <br /> <br /> The Ramsey City Council met on <br />Tuesday, June 24, 1997, and heard <br />comments from residents on 149th Avenue <br />ab, he large amount of traffic in the <br />area. The Road and Bridge Committee, <br />which consists of three members of Council, will place this <br />issue on a subsequent agenda for discussion. <br /> Council was presented with a petition proposing a <br />Charter amendment stating development standards to <br />mitigate the impact high density residential development <br />may have on existing lower density neighborhoods. <br /> Council conducted a public hearing to levy <br />assessments for utility and street improvements to <br />Azurite Street. One hundred percent of the landowners on <br />the unpaved portion of this street requested the improvement. <br />No negative input was heard and Council adopted the <br />assessment. <br /> Council heard a request for final plat approval of <br />Nordvik Addition which is a split of one lot into two equal <br />lots in HY-10 Ramsey Addition. Council tabled action <br />pending further review by the City Attorney. <br /> Council approved the preliminary plat of Apple <br />Ridge contingent upon an environmental review <br />determination. <br /> Council authorized the purchase of an 83-acre park <br />parcel contingent upon receipt of park dedication funds <br />fro he Apple Ridge subdivision. This parcel is north of <br />the ,~anty ditch adjacent to T.H. #47. The property has <br />access off 163rd Lane to the west and the T.H. #47 frontage <br />road off 160th Lane to the south. <br /> An ordinance was adopted in November 1996, <br />requiring that the exterior finish on all residential, <br />commercial, and institutional structures and accessory <br />buildings be completed within one year of the start of the <br />xvork. All permi'ttees ~vere notified of this action in January. <br />There were 30 parcels subject to the ordinance requirements. <br />In April, a second notice was given and as of June 16, there <br />are 13 properties not in compliance. Council granted an <br />extension to compliance with the siding ordinance to <br />October 31, 1997. <br /> Council adopted an ordinance to amend Chapter 9 <br />of'the City Code to identify permitted and accessory uses <br />in multi-tenant buildings or business incubators located <br />in the Business Warehouse and Industrial districts. <br /> Council awarded the contract for engineering <br />services for the development of Alpine Park. The initial <br />phase of the development will be the construction of five <br />ball fields and an off-street parking area to service those <br />fields. <br /> Council accepted the 1996 Comprehensive Annual <br />Fi~. iai Report and authorized the Finance Officer to <br />submit the report to the required agencies and to also submit <br />it with application for the Certificate to the Government <br /> <br />WHAT'S <br />HAPPENING <br /> <br /> Government Finance Officers Association of <br /> the United States and Canada. <br /> Council scheduled Finance <br /> Committee Work Sessions for the 1998- <br /> 1999 General Fund Operating Budget. <br /> Council received a recommendation from the City <br /> Attorney to repeal the ordinance establishing a <br /> development assessment fee on all new subdivisions. <br /> Council did repeal such ordinance. <br /> Council amended the 1997 Schedule of Rates and <br />Charges adding a park trail development f~e of $100 per <br />unit on residential subdivisions and a storm water trunk <br />._char. ge of $350_per unit on residential subdivisions and <br />._$3.500 per acre on commercial and industrial <br />subdivisions. Council also amended the rates and charges <br />to reflect a yearly antenna lease rate of $12,000. <br /> Council was presented with a map showing a <br /> landlocked parcel which the City owns along Front Street, <br /> which is now known as Riverdale Drive. Council granted <br /> an ingress and egress driveway permanent easement <br /> across the parcel on the south side of the Econ Marketing <br /> property to Econ Marketing. <br /> Council donated one of the City's used computers <br /> to the Fish Pond, which is a youth center in Anoka. <br /> Council met on Tuesday, July 8, 1997, and <br /> received a petition to consider a cul-de-sac on 149th <br /> Avenue. Council discussed the fact that the extension of <br /> County Road #116 would aide in alleviating some of the <br /> traff~c problem in this area. Citizens were urged to contact <br /> their County Commissioner to let him know how important <br /> this extension is to the City of Ramsey. <br /> Anoka County SheriffLarry Podany gave a brief <br /> presentation of the workings of his department and the <br /> teamwork between them and the Ramsey Police Department. <br /> Council received a report relating to an EAW for <br /> Apple Ridge and voted to not take action due to the absence <br /> of two Councilmembers. <br /> Council discussed a park in the proposed Apple <br /> Ridge subdivision and directed that this issue be discussed <br /> by the Park and Recreation Commission. <br /> Council authorized entering into an agreement with <br /> a consulting firm to conduct the Comprehensive Plan <br /> Update. <br /> Council reviewed a draft of a right-of-way <br /> ordinance as it pertains to utility companies. They directed <br /> that the City Attorney review this ordinance and bring back <br /> a recommendation at a subsequent meeting. <br /> Council conducted a public hearing with regard <br /> to a grant from the Minnesota Investment Fund for the <br /> Northstar Die Casting facility. This grant is based upon <br /> the retention of jobs and creation of new jobs.
