Memo to the Mayor and City Council/AS 97-7 <br />November 17, 1997 <br />Page 2 <br /> <br />Parcel B will include the existing house and detached garage. The second <br />detached garage will remain on Parcel A until the property is sold. <br /> <br />Driveway Access <br /> <br />Meadowvale Road is expected to see an increase in traffic as this area of Elk <br />River continues to develop. Therefore driveway access to Parcel A should be <br />accomplished off of Boston Street. <br /> <br />Drainage and Utility Easements <br /> <br />The appropriate drainage and utility easements will have to be granted <br />through a drainage and utility easement document. The easements shall <br />include five feet along the side property lines and ten feet along Boston and <br />Meadowvale Road. Legal descriptions of these easements will have to be <br />provided so easement documents can be prepared, signed, and recorded along <br />with the administrative subdivision. <br /> <br />Assessments <br /> <br />This property was previously assessed along with the Westwood Subdivision. <br />The assessment was based on a front foot basis with one unit for both sewer <br />and water service. No further assessments are needed, however, with the <br />new parcel the assessments will need to be reapportioned. <br /> <br />Park and Recreation Commission Recommendation <br /> <br />The Park and Recreation Commission recommended park dedication be paid <br />for one lot unit. <br /> <br />Recommendation <br /> <br />It is recommended the administrative subdivision request by Jeff and Rita <br />Karsten be approved with the following conditions: <br /> <br />Drainage and utility easement be provided along the lot lines. Five <br />foot easements be provided along the side and rear lot lines and ten <br />feet along the front (Meadowvale Road and Boston Street). <br /> <br />2. Access to Parcel A shall be restricted to Boston Street. <br /> <br />o <br /> <br />Park dedication in the amount of $600 for the new lot be paid prior to <br />releasing the subdivision for recording. <br /> <br />\\elkriver\sys\shrdoc\council\as97-7.doc <br /> <br /> <br />
