_ Leachate Recirculation. Remedies for problems arising from leachate recirculation <br />include, but are not limited to, the cessation of leachate recirculation and reverting <br />back to traditional leachate treatment. <br />Groundwater Quality. ERL will perform on-site water quality testing at the monitoring <br />wells in the manner required by the MPCA permit. ERL will also annually sample the <br />individual private wells identified in the Phase IV Water Quality Monitoring Work Plan <br />as required. The Water Quality Report shall be submitted to the City when it is <br />submitted to the MPCA. <br />Surface Water Quality. ERL will have surface water quality tests performed in conjunction <br />with sampling events when water is present as may be required by the MPCA permit. <br />Phase IV Water Quality Monitoring Work Plan. The Phase IV Water Quality Monitoring <br />Work Plan which describes the sampling frequency, parameters, protocols and <br />reporting frequency for landfill gas, leachate, leachate piezometers, leachate, <br />lysimeter, residential wells, groundwater monitoring wells and surface water will be <br />updated annually to reflect changes in the monitoring systems. <br />Hydrogeolo iq c Reports. The investigation of the hydrological and geophysical <br />characteristics of the site will be continued and any other new information relating to <br />the hydrogeologic impact of the site will be reported to City. Hydrogeologic reports <br />will be updated, amended, and modified as warranted by newly discovered or <br />additional data acquired in the continued hydrogeologic investigation. <br />Gas Collection System. ERL shall conduct active landfill gas collection in accordance with <br />approved plans and shall construct additional phases of the gas system at the time of <br />final cover construction. ERL will annually assess the effectiveness of active gas <br />collection operations as part of their annual report. <br />Stormwater. Stormwater generated from the site will be discharged via a storm sewer system, <br />under the exterior roadway to the north end of the expanded Landfill, then west under the <br />City Trail into a wetland upstream of the Rice Lake wetland complex. The discharge point will <br />be onto property owned by the ERL. Discharge to the wetland west of the site has been <br />designed to minimize impacts by limiting bounce in the wetland, restricting flow rates, and <br />treating Stormwater prior to discharge in accordance with applicable permits. The Stormwater <br />management system will be regularly inspected and maintained to ensure it is functioning <br />properly. <br />City Notifications and Access. ERL will notify City at least two days in advance of liner barrier <br />layer installation or final cover barrier layer installation. ERL will also notify City at least two <br />days in advance of any soil boring or well construction required. ERL will assist City in <br />arranging inspection of the site at any reasonable time City requests. ERL will keep City <br />informed of ongoing construction progress and shall specifically notify City of significant <br />changes encountered in the geological, hydrological, or construction conditions. City may <br />reasonably require work which is covered or otherwise obscured prior to City inspection, to <br />be re-excavated for City inspection. <br />Construction Quality Assurance Reports. A Construction Quality Assurance (CQA) Report will be <br />submitted to the City prior to the placement of waste on newly constructed lined areas. A <br />CQA Report shall also be submitted for landfill areas which receive final cover. <br />Aesthetics. Visual impacts will be minimized through buffers, berms, and trees in accordance with <br />the May 25, 2011 Agreement. As required, a 200-foot buffer zone will be located between <br />the expanded Landfill and the property line. The proposed Landscape/Screening plan for the <br />expanded Landfill is presented in Section 1.2.2 and drawing "Screening Plan."
