3. Existing Uses <br />The Site Plans are provided on an aerial photograph to readily show the existing uses on the <br />existing landfill property and the expanded Landfill. Existing uses represent a combination of <br />natural features (woods, wetland, and natural topography) and mining activities. The 31.8 <br />acres of the expanded Landfill and its buffer which is within the SDA is currently used for <br />permitted mining activities. <br />4. Utilities <br />No municipal utilities are provided to the subject property, nor does this application request <br />the provision of any municipal utilities. The property will continue to be served by private <br />wells and septic system. The existing landfill property includes a Landfill Gas to Energy <br />Facility, and the landfill expansion will provide additional gas system infrastructure. <br />5. Curb Cuts <br />Existing public streets and curb cuts are shown on the Site Plans and Site Development <br />Plans. No new entrances or curb cuts are required as part of the project. Private driveways <br />and maintenance accessways on the property are shown. <br />6. Locations of trees having a diameter of six inches or more <br />The applicant discussed the requirements for the tree inventory with the Environmental <br />Administrator in a phone conversation on June 10, 2011. At that time,. City staff stated a tree <br />survey/inventory was not required. <br />2.3.6 DEVELOPMENT PLAN <br />ERL has prepared drawings showing the affected area. <br />The specific elements that are required for inclusion on the Site Development Plan and how they <br />are addressed on the Site Development Plan are discussed below: <br />1. Ingress and Egress <br />Existing public streets and curb cuts are shown. No new entrances or curb cuts are required <br />as part of the expanded Landfill. <br />2. Proposed Structures <br />Proposed structures are not individually shown on the Development Plan, however, an <br />approximate location for future proposed structures is shown as a crosshatched area in the <br />vicinity of the existing office/maintenance building and existing gas plant. No new structures <br />are proposed within the expanded Landfill. Proposed or modified structures located within <br />the existing landfill property may include additional leachate storage/treatment structures, a <br />modified or additional landfill gas to energy facility, and additional or alternative scale <br />locations. Additional structures, such as a modified or additional landfill gas to energy facility <br />or future household hazardous waste facility, will be in accordance with the terms laid out in <br />the May 25, 2011 Agreement. <br />3. Off-street Parking and Loading Areas <br />Off-street parking would continue to be provided for within the existing parking lot for the <br />landfill office.
